How often are there no alarms?

A monitoring board shows between 00 and 33 active alarms. Each minute at most one thing happens: a new alarm fires (if fewer than 33) or one alarm is cleared (if any are active). The chances depend on the current count:

  • New-alarm chance: 0.50.5 from 00, 0.40.4 from 11, 0.30.3 from 22.
  • Cleared chance: 0.50.5 from 11, 0.60.6 from 22, 0.90.9 from 33.

In the long run, what fraction of time is the board quiet (zero alarms)?
