Why do wholesalers pay for retail order flow?

A wholesaler pays a retail broker for the right to fill its customers' orders, then routinely fills those orders inside the public exchange spread, a better price than the customer would get on the exchange. It still makes money.

Which component of the spread makes retail flow so valuable, and why can the wholesaler quote it tighter?
